They are not risk-free and contain nicotine which is addictive. The best choice any smoker can make is to quit cigarettes and nicotine altogether. Certain people—including those with heart disease, severe high blood pressure, or diabetes and pregnant or breastfeeding women—should not use products that contain nicotine.
